Schedule II drugs — determined to have a high potential for abuse but also some accepted medical use thus able to be prescribed — include cocaine , PCP , methamphetamine , oxycodone , and fentanyl. The Drug Enforcement Administration is granted authority under the CSA to change the classification of any drug, based upon the recommendation of the Food and Drug Administration which evaluates all drugs for safety and efficacy. Stewart McKinney and Newt Gingrich that grew to 84 cosponsors but never received a floor vote.
Young ruled in favor of moving cannabis to a Schedule II classification, finding that "Marijuana, in its natural form, is one of the safest therapeutically active substances known to man.
It would be unreasonable, arbitrary and capricious for DEA to continue to stand between those sufferers and the benefits of this substance in light of the evidence in this record.
Court of Appeals upheld the decision to keep cannabis a Schedule I drug. The program was created following a lawsuit filed by Robert Randall , a Washington, D.
Mason , the head of U. Public Health Service , explained that keeping the program in place created the perception that "this stuff can't be so bad", and noted that AIDS patients provided with cannabis would be more likely to engage in unsafe sex.
In response, the Clinton administration reiterated its firm opposition to the medical use of cannabis, and threatened to revoke the prescription-writing abilities of doctors who recommend or prescribe the drug.
McCaffrey , which affirmed the right of physicians to recommend but not prescribe cannabis. Bush escalated efforts to enforce federal law during his 8 years in office, with more than raids conducted and 84 individuals prosecuted by his administration. Walters was particularly active in opposing the medical use of cannabis, campaigning against initiatives in a number of states in what medical cannabis advocates charged was an inappropriate use of taxpayer dollars and a violation of the Hatch Act.
During his campaign for president, Obama expressed support for allowing states to implement their own medical cannabis policies, stating: "I'm not going to be using Justice Department resources to try to circumvent state laws on this issue.
Attorneys to a number of state and city officials, threatening to criminally prosecute these individuals if the implementation of new medical cannabis laws moved forward. This means that many molecules that are important in cellular metabolism, such as sugars and amino acids, do not pass through the lipid bilayer and must be transported across the cell membrane by a carrier protein or transporter.
Polarity also has wide ranging implications for the way many drug molecules reach their site of action. Many drugs that act in the brain are able to do so because they are relatively non-polar and can cross from the blood into the brain simply by diffusion.
The main active ingredient of cannabis, deltatetrahydrocannabinol THC , is one such molecule.
Figure 1 shows the structure of THC with only two areas of polarity the two oxygen atoms within a long hydrocarbon. The non-polar nature of THC means that it is poorly soluble in water and hence in blood. When THC is administered, it quickly moves out of the blood into fatty tissue.
This explains the low correlation between the blood levels of cannabis and the degree of biological effect. Figure 1 - THC and lignocaine; the non-polar structure of THC left explains its low solubility in the bloodstream; lignocaine right is a weak base and is protonated in low pH On occasion, medicinal chemists may need to prevent a drug from crossing into the brain to reduce unwanted side effects.
One example of this is seen with antihistamine drugs.

Older antihistamines cause drowsiness because they are able to cross into the brain. Understand the marking scheme Before you go anywhere near an examination, it's vitally important to understand how the marks are allocated. You might find that 75 percent of the mark comes from the exam you sit at the end of the academic year, while the remainder is allocated by your teacher based on coursework or projects you do during the year itself.
It's very important you understand the marking scheme, whatever it is, right at the start. If 90 percent of your mark comes from coursework and you do that poorly all year, you can't expect to save yourself at the last minute with a sudden good exam performance.
Similarly, even if you've done brilliant coursework, if it counts for only 10 percent of your total mark, you still need a good performance in the exam.
If you understand where your marks will come from, you can allocate your efforts accordingly. Plan your revision More than 20 years after I last sat an exam of any kind, I still get a recurring nightmare about not having started my revision in time! Chore though it is, you can never really spend too long revising. Teachers will tell you that it's generally easier to spend a small amount of time each day revising over a long period than to try to cram in all your revision the night before your exam.
But different strategies work for different people. Some people find concentrated revision suits them best. Some prefer to revise one subject entirely before proceeding with another topic; others prefer to alternate revision between different subjects. As you become proficient at exams, you should find a pattern that works for you.
One good tip is to make revision a habit: treat it like a job and make yourself revise between certain set times of the day whether you feel like it or not. No-one ever feels like revising, but if you get into a routine where you always begin and end at the same time, you'll find it a whole lot easier. Another good tip is to intersperse your revision with relaxing activities to stop your brain overloading.
Go for walks, listen to music, hang out with friends, play sports—whatever you like— as long as you understand the distinction between break and distractions.
Probably give reading books a miss until your revision is done, however. Prioritize weak subjects Aim to revise everything but devote more time to things you don't understand or know less well.
How to pass exams
It sounds obvious, but it's surprisingly hard to do. Because we like doing easy things—so our tendency, when we revise, is to concentrate on the things we already know. If you're not sure what your weaker subjects are, ask your teacher or look at the marks you've received on coursework through the year.
Prioritizing weak subjects also goes back to understanding the marking scheme. Let's suppose your examination involves you writing three essays.
Most likely they will carry equal marks. Even if you know two subjects off by heart and get perfect marks, if you can't write a third essay you risk losing up to a third of the marks. So weak subjects will have a disproportionate effect on your total mark, dragging your overall grade down much more.
That's why you should give weak subjects most focus. Be honest with yourself What are you good at and what are you bad at? Maybe you think you're good at everything, but you'll still have weak points you need to focus on. And if you think you're bad at everything, that's probably not true either. The non-polar nature of THC means that it is poorly soluble in water and hence in blood.

Photo: Once you're in the exam, you're on your own—without even your phone to help you. Make sure you're prepared. If you take up a profession such as medicine or accountancy, the bad news is that exams continue well into your twenties. Even if you know two subjects off by heart and get perfect marks, if you can't write a third essay you risk losing up to a third of the marks. What this means in practice is a powerful system that drills key, high-yield, exam-relevant facts into you.
